To amend section 42 (16), chapter LVII., of the General Statutes of the state of Colorado, entitled "Irrigation," requiring the water commissioners to give bond in an amount to be fixed by the board of county commissioners, and providing for the governor to fix the amount of such bond in the event that the county commissioners disagree thereon.
