To provide for the incorporation and regulation or surety companies, with authority to make loans on real and personal security; to receive cash deposits, and to pay interest thereon; to insure and guarantee the fidelity of persons in places of trust or responsibility; to receive valuables for safe keeping; to act as agents for issuing and countersigning certificates for shares of stock, and for the management of sinking funds; to act in any position of fiduciary or executive trust; and to be sole and sufficient security.
