Colorado General Assembly, "To provide for the diversion of the unappropriated waters at or near the source of the Grand, Larimie and North Platte River System and their tributaries, and to cause said waters to flow eastward through passes, canons and breaks in the Continental Divide into and through the tributaries of the South Platte and Arkansas River systems for the purpose of irrigation and other beneficial uses; to regulate the distribution and disposition of said waters, when diverted, in accordance with the rights of appropriation thereof; to appoint a commission to carry out such work, and to appropriate money for preliminary expenses, and to construct the necessary dams, canals and water works to effect such diversion of water, and for salaries and expenses incident thereto."
