To Restore to the Qualified Taxpayers of the Moffat Tunnel Improvement District the Control Thereof and to Repeal Sections One (1), Two (2), and Three (3), of Chapter 131, Session Laws of Colorado, 1927, and to Revive and Amend Section Four (4), of Chapter 2 of the Session Laws of Colorado Extraordinary Session, 1922, and to Provide for the Election of the Members of the Moffat Tunnel Commission by the Qualified Taxpayers of the Moffat Tunnel Improvement Distrtict; and to End the Terms of Office of the Present Commissioners Upon the Election and Qualification of Members as Provided in this Act.
