To provide for the creation and organization of police magistrate courts in cities having a population of twenty-five thousand, or more inhabitants: to prescribe the jurisdiction, powers and proceedings of such courts, and to define the duties, qualifications and compensation of the police magistrates and other officers connected therewith, and to repeal certain acts.
