To repeal sections 17 and 18 of an act, approved April 8, 1885, entitled, an act to amend chapter sixteen of the General Statutes of the state of Colorado, entitled "Coal Mines," approved February 24, 1883, and to substitute the following as sections 17 and 18 in lieu thereof; also to provide for the appropriation of fifteen hundred dollars per annum, for the employment of such clerical assistance as the state inspector of coal mines may require.
