To provide for the appointment of a commission to draft and report, for submission to the next general assembly, a complete revision and code of law concerning the waters of the state, as derived from natural streams, springs, artesian wells, drainage, percolation and other sources, and prescribing methods, facilities and appliances for the control, regulation, use and disposition of such waters, and providing for the official management thereof; defining the powers and duties of such commission, and making appropriation of money to pay the salaries of said commissioners, and for the other expenses incident thereto.
