To create a legislative cash fund for the purpose of defraying the expenses of the extraordinary session of the ninth general assembly and appropriating the same and to provide for the transfer of the surplus revenues for the years 1890 and 1891 and a portion of the stock inspection fund to such legislative cash fund and to provide for the transfer of any excess of money remaining in such legislative cash fund and to repeal chapter 142 of the acts of the ninth general assembly.
