Colorado General Assembly, "Entitled and Act for The Appointment of a State Railroad Commission, Consisting of Five Members and Such Assistants and Employes as Are Necessary to Carry Out the Provisions of this Act; To Prescribe and Define Its Powers and Duties; To fix the Salaries of the Commissioners and of the Employes of the Commission; To Make and Appropriation for Salaries and Expenses of the Commission; To Provide for the Condemnation Upon Behalf of the People of the State of Colorado, of the Railroad and Property of Railroad Operating Wholly Within the State; To Empower Said Commission to Institute and Prosecute to Final Determination, In a Court of Competent Jurisdiction, Proceedings in Eminent Domain, Upon Behalf of and in the Name of the State of Colorado, for the Condemnation of the Railroad and Property of the Denver and Salt Lake Railroad, to the end that the State of Colorado May Acquire Own, Operate and Hold Title Thereto; To Ascertain the Approximate Cost of Purchase by Such Condemnation; to Ascertain the Approximate Cost of Purchase by Such Condemnation; To Ascertain the Approximate Cost of Construction and Equipment for Operation by Electricity of the Main Range Tunnel Upon the Line of Said Denver and Salt Lake Railroad-Approximately Six and Four-Tenths Miles Long-Near James Peak; To Ascertain the Approximate Cost of Extension, Including Equipment, of Said Denver and Salt Lake Railroad From the Present Terminus At Craig, Colorado. By the Most Feasible Route, to theWestern Boundary Line of the State of Colorado, and from its Present Line Near McCoy, Colorado to a Junction with the Denver and Rio Grande Railroad at Dotsero, Colorado; To When the Approximate Amount is Ascertained, Submit to the Qualified Voters of the State of Colorado, In the Manner Provided by its Constitution and Laws, for their Approval or Rejection, a Constitutional Amendment Providing for the Issuance of Thirty-year, Four and One-half Per Centum Bonds of the State of Colorado, Sufficient in Amount to Pay for Said Condemnation, Said Tunnel Built and Said Extensions Constructed and Equipped, Operate said Property, Call for Bids and Let Contracts for the Operation of Said Property and Properties at Rentals in No Case Less Than Sufficient in Amount to Pay Off and Discharge the Principal and Interest Upon Said Bonds On or Before the Maturity Thereof; to Exercise Powers Similar to Those Conferred As to the Denver and Salt Lake Railroad, as to All Railroads Whose Lines Are Entirely Within the State of Colorado; to Have an Exercise Such Other and Further Powers, and To Do and Peform Such Acts as Are Necessarily Incident to the Purpose Contemplated."
