  • To Provide for the Creation of a Conservancy and Improvement District to Be Called "The Caddoa Reservoir and Arkansas River Basin Conservancy and Improvement District," for the Construction of a Dam Across the Arkansas River Near Caddoa in Bent County, Colorado, and Maintenance and Operation of a Reservoir for the Purpose of River Regulation, Stabilization, Conservation and Storage of Water for Irrigation, Flood Control and Prevention of Soil Erosion, Settlement of Litigation Between the States of Kansas and Colorado Over the Waters of the Arkansas River Basin and Other Purposes; to Provide for Officers of Said District, Defining Their Powers, Duties and Compensation; to Provide for the Levy and Collection of Assessments Upon Real Estate Within Said District; to Provide for the Levying and Collection of Tolls, Charges and Assessments for the Use of Water From Said Reservoir, and for the Borrowing of Money, by the Issuance of Bonds or Otherwise, for the Payment of the Cost of the Construction, Maintenance and Operation of Such Dam and Reservoir; to Confer Upon the District the Right of Eminent Domain and All Other Rights and Powers Necessary to Carry Out the Purposes of This Act by Colorado General Assembly
