  • Senate Concurrent Resolution No. 6 - Submitting to the Registered Electors of the State of Colorado and Amendment to Article XII of the Constitution of the State of Colorado, Requiring Appointments to Offices and Employments in the State Personnel System to be Made According to Merit and Fitness, to be Ascertained by Competitive Tests Without Regard to Race, Creed, Color, Religion, Sex, National Origin or Ancestry, Handicap, Age or Political Affiliation, Excepting Encumbered Position Reallocation From the Competitive Test Requirement, Exempting Persons Whose Salaries are Paid Solely From Federal or Private Grants From the Personnel System, Requiring a Two-Thirds Majority on Final Passage by Each House of the General Assembly to Increase Exemptions from the System, Eliminating the State Personnel Board, Granting Rule-Making Authority to the State Personnel Director, Authorizing the Attorney General to Veto Personnel Rules he Determines to be Unconstitutional, Otherwise Illegal, Arbitrary, or Capricious, Permitting Appointing Authorities to Shorten the Twelve-Month Probationary Period for Initial Appointments, Extending Provisions for Temporary Employment From Six Months to One Year, Making Department Heads or Their Designees the Appointing Authorities for Their Departments, Except for the Colorado State Patrol, Whose Employees the Patrol Chief Shall Appoint, Providing a Grievance Procedure, Including Arbitration, For Employees, and Eliminating Employee Residency Requirements. by Colorado General Assembly
